Medicare Special Enrollment Periods: When Can You Change Plans?

Beyond the Annual Enrollment Period

The Annual Enrollment Period isn’t the only time you can make changes to your Medicare coverage. Special Enrollment Periods (SEPs) open up outside the normal windows when specific qualifying life events happen β€” giving you a chance to enroll in or change plans without waiting for AEP.

Common Qualifying Events

  • Moving. If you move to a new address outside your current plan’s service area, or you move somewhere with new plan options available, you generally qualify for an SEP.
  • Losing other coverage. Losing employer group coverage, retiree coverage, or Medicaid can trigger an SEP.
  • Your plan’s contract ends. If Medicare terminates a plan’s contract or the plan leaves your area, affected members get an SEP to choose a new plan.
  • Eligibility for both Medicare and Medicaid, or for Extra Help. Beneficiaries who are dual-eligible or qualify for the Part D Extra Help program typically get more flexibility to change plans throughout the year, not just during AEP.
  • Moving into or out of a skilled nursing facility. Entering or leaving certain institutional care settings can open an SEP.

How Long an SEP Lasts

The exact window length depends on which qualifying event triggered it β€” some SEPs last 2 months from the event, others longer. This is different from AEP’s fixed October 15 – December 7 window, so it’s worth confirming your specific SEP’s deadline rather than assuming a standard length.

SEPs Are Not a Loophole β€” They’re a Safety Net

SEPs exist specifically to prevent people from being stuck with the wrong coverage, or no coverage, because of circumstances outside a normal enrollment window. They’re not a way to freely change plans whenever you’d like outside AEP β€” each SEP requires a genuine qualifying event.

If something in your life has recently changed β€” a move, a loss of other coverage, a change in Medicaid or Extra Help status β€” it’s worth checking whether that change opened an SEP for you, rather than assuming you have to wait until the next AEP.
